[FoCHAT] TENDERING

The language they are working on for inclusion in the closing documents is
"reservation of rights".  CHAT brought the omission of any tender language
in the closing documents to their attention about 2 weeks ago.  Last week we
were shown a revision that included a paragraph regarding reservation of
rights that was in final review.

At the LRA Board Meeting today, "tendering" was mentioned as a process that
is in the final stages of defining and publishing.  There was no specific
date mentioned for making it available on the public web side.  They also
mentioned that the tendering "option" is being worked into a new set of
Yellow Letters that will go out in two weeks.
