[FoCHAT] ICF in breach of its contract

I was just about to give up........... I'm really, really tired of fighting
and begging and pleading for competence......... they (the RHP) said my
elevation should cost $9K............. I laughed and asked where they were
pulling these figures from............ if they talk to any contractor doing
elevation they would know that is a rediculous figure......... so then she
(the resolutions "expert") proceeds to tell me that it is only meant to be
"help" and not pay for the elevation since I already had my grant from the
National Flood Center.  I told her that $.25 would also "help" a homeless
person, but that doesn't mean he could eat or live off of that.......... I
was contesting the fact that LRA/RHP was assessed an additional $30K for
those of us that elevated to offset the out-of-pocket expense because
elevation costs more than $30K..........  so the money is clearly not going
to us (the homeowners)...........  First they told me that they DID NOT have
an additional $30K to offer us.  They they come back with this.  This is
really inexcusable.  I also told her that this is exactly like when my
homeowner's insurance company told me it would take $900.00 to replace my
roof.
